Deborah Bailey is a reporter for the Baltimore Afro-American newspaper, specializing in politics and public policy. She is also director of the HBCU Oral History Project, an effort to understand the “unique identify” of historically black institutions through interviews with students, alumni, faculty, staff and institutional supporters.  The Bell Center for Civil Rights in Education at Morgan State University currently hosts the project. Bailey is a visiting scholar with the Johns Hopkins University Institute for Educational Policy, where she is examining inequities in state funding for K-12 education.
